Electrical safety training in Charleston, WV

Charleston anchors the Kanawha Valley, where chemical plants at South Charleston, Institute and Belle share the river with AEP's largest power plant and a new Nucor steel mill nearby. We train the electrical crews who keep the valley's plants running, at your facility or in an in-person class we set up in Charleston when you ask.

Private employers in West Virginia are inspected by federal OSHA. Every class is live, on the 2027 edition of NFPA 70E, and taught by a Certified Safety Professional. West Virginia electrical safety training requirements →

What the class covers for Charleston crews

Shared sites with many owners.

Institute and the technology park now hold several companies that share utilities and space. We cover host and contract employer duties so each company knows what hazard information it has to pass along.

Decommissioning tanks and units.

The 2026 Institute release happened while a tank was being taken out of service. We cover isolation and verification when equipment is being decommissioned and drawings no longer match the field.

Electric arc furnace startup.

A new EAF sheet mill brings very large transformers, furnace power and drives online over several months. We cover commissioning hazards and the handoff from construction to operations.

Mines versus everything else.

Underground mines answer to MSHA, while prep plants at power stations and chemical sites fall under OSHA. We help crews that work both sides keep the same safe work habits.

West Virginia: what applies to your crews

Enforcement: federal OSHA

West Virginia has no OSHA-approved state plan. OSHA's Charleston Area Office, under Region 3 in Philadelphia, covers private employers, and MSHA covers mines. State agencies and participating public entities fall under the WV Division of Labor using federal standards frozen as of April 1998.

Licensing: State Fire Marshal

The State Fire Marshal's Regulatory and Licensing Division licenses apprentice, journeyman and master electricians statewide under WV Code 29-3B. A Fire Marshal license proves installation knowledge, not shock and arc flash work practice training.

Where NFPA 70E fits

OSHA writes no citations under NFPA 70E itself. Valley employers use it to show how they meet 1910 Subpart S and 1926 Subpart K, and OSHA can cite the General Duty Clause when a recognized electrical hazard is not addressed.

Charleston's electrical work environment

Union Carbide, now a Dow subsidiary, still runs its South Charleston site on Blaine Island and across the river, and Dow is a tenant at the West Virginia Regional Technology Park. Dow sold the 460 acre Institute site to Altivia in 2019, and the property now hosts a group of separate companies, including US Methanol. Upriver at Belle, the former DuPont works operates under Chemours and Belle Chemical.

The valley's incident history is long. A 2008 explosion at the Bayer CropScience unit in Institute killed two people. In January 2014, crude MCHM leaked from a Freedom Industries tank into the Elk River and left up to 300,000 people without usable water. On April 22, 2026, a reaction during tank decommissioning at Ames Goldsmith's silver catalyst plant in Institute released hydrogen sulfide, killing two workers and sending dozens to hospitals.

Heavy industry is still growing at the edges. Nucor is finishing a sheet mill at Apple Grove in Mason County, built for about 3 million tons a year and expected to start commercial shipments in early 2027. Coal still matters too. In 2019 a certified mine electrician was electrocuted troubleshooting a 995 volt circuit at a Kanawha County mine on Cabin Creek.

Power

Appalachian Power's home base

Appalachian Power, an American Electric Power company, is based in Charleston and serves about one million customers in central and southern West Virginia, the Northern Panhandle, southwest Virginia and part of Tennessee. Its John E. Amos plant at Winfield, with units started in 1971 through 1973, is the largest generating station anywhere in AEP's system.

Inside the chemical plants, the utility is only the first source. Older valley sites carry decades of added substations, motor control centers and tie points, often with drawings that lag the field. Before anyone opens a cubicle, the procedure has to trace every feed back through plant distribution to the utility service.

Questions from Charleston employers

We are one of several companies on a shared site in Institute. Who trains whom?
Each employer trains its own workers, but host and contract employers have to share hazard information. We can train your crew and help you set up that exchange with the other companies on site.
Our electricians hold West Virginia journeyman licenses. Is arc flash training still needed for them?
Yes. The Fire Marshal license covers installation. NFPA 70E qualification depends on training in shock and arc flash hazards and safe work practices for the specific tasks each person does.
Can you train a crew for the Nucor mill startup?
Yes. We can train before energization milestones and tailor examples to furnace power, large transformers and the drives on the rolling line.
We are a county agency in Kanawha County. Who covers us?
Not federal OSHA. The WV Division of Labor has authority over state agencies and participating public entities using older federal standards, so a written program built on NFPA 70E fills the gap.
Does finishing the class make someone a qualified electrical worker?
No. Training is one input. Qualified is a determination the employer makes about a specific person on specific equipment, after training plus a demonstration of skills. Every attendee leaves with an individual qualification form and a documented Competency Check so that determination has something to stand on.
